We have a dashboard that we currently share with an external client. They previously were able to access the "Analyze in Excel" export but now they are no longer able to. Is there a reason for this? Do they need to have a Premium membership to access this?

Do the external users have build access? They would need that in order to utilize this feature (and I would imagine you wouldn't want external users to have build access). Analyze in Excel isn't for exporting data out of a visual, it is a live connection to the entire model so that they could build whatever pivottables and charts they would want based on your model. As long as your semantic model is in a premium capacity and the users have build access on the semantic model, Analyze in Excel should work.
