All years not showing in Table Visual

Hello all,

I'm trying to get all years dating back to 2019 to show data in a table visual.. here is the table:

The NonConfig-PN for 2019 should be 256 but is showing as 0.

Just a little background on the calculation: In the NonConfig-PN Calculation I check for every occurence a PartNum appears in The RowCount.PseudoLines column.. If found, it sums up a running total for that given year. 

Now I know what the problem is.. Just don't know how to calculate it. I noticed while looking at the actual data table and comparing it to the visual table, that for example PartNum TS24 only appears in the years 2020, 2021, and 2022. While in the RowCount.PseudoLines TS24 appears in the years 2019-2022.

How can I get the measure to show data for 2019-present?
