I greatly appreciate your time into looking into this and i found a solution which looks like the following which I was expecting.
Line Chart:
I moved Prior from Secondary values to Values as per below screen shot.
Format:
and then by changing Format Pane ->Secondary Y axis->End = function as Median of Sales Target
Anonymous in this case , you can try logarithm scale like below. change the y-axis like below
