Thank you for your reply.
I understand the situation.
However when others open the power bi file, I don't have the authority which the power bi file is closed ?
We want to only know that if others open the file, the system notice us the situation.
Of course, if we can set the authority for only-read to others is the best solution, I think.

@KYOSHIKAWA , this can be that file is opened at two places. Is it on a shared folder?
On your system close all power BI files. Check the task manager, if power is running. Close power bi tasks, if they are still running; a few mins after you close all the files.

Thank you for your reply and I am sorry for my late reply.
I understand the situation that the file is opened at two places and it is put on shared folder.
However the alert message, which shows the file is opened at two places, is not revealed.
Hence we don't notice that others opens the file and we start editting or updating.
After the completion of the editting or updating the file, we tried to save the file.
However it is failed, because others is opening the file.
Hence we need the alert message, which shows the file is opened at two places, before our editting.
We want to know how to set the message is revealed.
