Alert/Email when dataset is updated

I suppose that you could setup a dashboard alert that always gets triggered?

Failed dataset refresh prompt:
1.To enable this settings, go to PowerBI service and then under your dataset select on "Scheduled refresh" settings by clicking on the Ellipsis button next to it
2.In the new page of dataset settings, collapse Scheduled refresh and enable "Send refresh failure notifications to the dataset owner"
3.You can also add other users if you would like with their emails.

There is no direct way for it. As a workaround, you can subscribe to reports after data refresh, But it will send e-mails after

Well, yes, with subscriptions I always send the email after and if data is not refreshed for some reason people will still get an email which is not the goal.. But thanks anyway!

One issue on this topic, is there any possibility to notify people outside the organization when all Power BI accounts in the tenant are Power BI only and have no mail partner?
