Approve with @amitchandak , besides you can try:
First add a new column:
Hour = TIME(HOUR([Time]),0,0)
Then you can add the field you need and choose the correct aggregation:

@srirama , You can have a new colum
if time is text
= left([time],2)
if time is time data type
format([time], "hh")
and then you can group the data by hour
or you can take help from time table
