Addition to Measure to break ties

I have a  measure that I try to get the Top 10 by Count and then a Sum.  

 

Top 10 Injury Cause by Count then Sum = CALCULATE([Count of Total Gross Incurred No Row],KEEPFILTERS(TOPN(10,ALL(LossRunToExcel[Cause Grouping]),[Count of Total Gross Incurred No Row],DESC,[Sum of Total Gross Incurred],DESC)))

As you can see I get 12, with 4 1's from 9-12.  What could I add to measure as a Third option?   Maybe if the sum of any of the 1's were Zero could be eliminated.

Injury Case can be the column to break ties.

I need to do some research, but how do I add the Injury Incause?
