Adding color to rows in Matrix

Hi Pob99 ,
To apply conditional formatting, select a Matrix visualization in Power BI Desktop or the Power BI service. In the Visualizations pane, right-click or select the down-arrow next to the field in the Values well that you want to format. Select Conditional formatting, and then select the type of formatting to apply.

I am very new to Power BI so do not have much knowledge on how to set background conditional formatting for rows/columns or how to base this on another row (e.g. in this case Pay Grade). I have checked and I don't see any option for conditional formatting when I click on the measures themselves (see screenshot below). Would I need to use DAX to do what you suggest?
