Adding Dates to a calculated measure

1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
I have two tables named LM IBD Ranges and 3PL Payment
LM IBD Ranges
Service provider % discount Min invoice amount Max invoice amount From Date To Date
ABC 3% 50,000 100,000 Jan-1-2023
To Date(is Today)
3PL Payment
Service provider LCY - Total Payment Close Date
ABC 5,000,000 Aug-7-2023
I want to get %LM Invoice Based Discount from the above information but my formula is not displaying any output.
I don't know if what I added will help you understand what I need.
