Adding Conditional Formatting to a card changes its value?

Hi all, I'm trying to understand if the following is expected behavior or if it's a bug; I think the latter. 

When I add conditional forrmatting to a card visual, it changes the value that appears in the card:

No conditional formatting:

With conditional formatting added: 

It's a simple rules-based conditional formatting (if value is X then change color to Y). This makes no sense. Has anyone else seen this, and can someone please explain if this is expected behavior or if I need to log as a bug?

When looking at the filters affecting each card, are they the same?

It is the same card. I am literally just changing the Color to add Conditional Formatting.
