Add values Via a Measure to a Specific Date

Hi Experts

I have a matrix Table as follows, i would like to add specific data point to certains periods see M1 to M4 based on date... Can this be done via a measure  - the actual table is much bigger

So if the Year is 01/01/2021 then for periods M1 to M4 add the follow
