is there any way to create a measure that gives an automated sequential page numbers within a report, which doesn't require manual adjustment if specific tabs are rearranged or added/removed?

Unfortunately, Power BI does not have a built-in feature to automatically generate sequential page numbers within a report that adjusts when tabs are rearranged, added, or removed. You will need to manually update the page numbers if you make changes to the report structure.
However, you can provide feedback to the Power BI team through their UserVoice forum to request this feature. They often consider user feedback for future updates and improvements.
