Add increase/decrease marks to bar chart

I want to add an increase/decrease mark to the bar chart as shown in the following image.

As you add, is it possible to change the dynamic color to green if the value increases and red if it decreases?

You can try the following methods.

Result = IF(ISBLANK([Measure%]),BLANK(),IF([Measure%]>=0,UNICHAR(9650)&FORMAT([Measure%],"Percent"),UNICHAR(9660)&FORMAT([Measure%],"Percent")))

Color measure = IF([Measure%]>=0,"Green","Red")

Result:
