Add conditions to annotation so that it won't show up on every line in a multi-line chart?

I was wondering if I have a multi-line chart, and I have some annotations I want to add to just to let it show up on some certain line but not all of them. Is it possible to achieve or not?

 

I have this pic for people to understand what I mean. So basically, I don't want this trailer promo annotation to appear on every line but just one. Hopefully this makes sense. Thank you for anyone can help!!

@aria233 You can surely achieve this using dynamic data labels and the measure you use for data labels, you can put the logic in that when to show the annotation.  Custom labels on bar and column charts in Power BI – Data Savvy

Could you explain more about how to use measure and dynamic labels? In the link they didn't describe how to do dynamic measure and labels....
