I dont see a tooltip option for a KPI visual:
Is there a way to add a tooltop to the KPI visual?

not all visuals have the same options.
As far as I know the KPI visual doesn't have a Tooltip. Sorry about that.
But, you can do a trick and use a card visual over the KPI visual and make the font transparent.

In the standard one(KPI) you only have visual header tooltip. You may use some custom KPI visual: https://appsource.microsoft.com/en-us/product/power-bi-visuals/WA104381083?tab=Overview
