How can I go about adding an empty row above my columns headers so that I can then add the stuff I haved marked in red in my snapshot below?

The exact look and feel layed out is not straight forward in PowerBI
- I have created paginated reports for this which actually has alot more flexibility based on your other requirements.
-The obvious work around of laying text box on top is definitely not something I would suggest to go ahead with.
-You could try adding a parent group by having a disconnected table or calculated column to add on top of the columns in measures and give it a try.
-I also believe visuals like Inforiver may have this capability or flexibility
