Hi NexusProjects ,
You could use Line and Stacked column chart together with Conditional Formatting:
1.calculate the sum of actual time for each client:
Sum Measure = CALCULATE(SUM('Tickets (Actual)'[Time]),FILTER('Tickets (Estimated)','Tickets (Estimated)'[Client]=MAX('Tickets (Actual)'[Client])))2.If Actual time >AllocatedTime ,then set red color, otherwise green:
color measure = IF([Sum Measure]>MAX('Tickets (Estimated)'[AllocatedTime]),"Red","Green")3.Create visuals:
Below is the final output:
Or you could import more visual types to get a more suitable visual such as Overlapping Bar chart, LipStack column chart as shown below:

the reason why i asked the question is because its not clear what you want to come out with, can you show what you expect it to look like? One can't come up with a solution conceptual or otherwise without a clear understanding of the requirements. So you want to overlay allocated to actual?
Its much easier to do this if you share data in text format, its easier to help with data itself.
Bar Chart
X axis - clients
Y axis - hours worked for the month
Line on bar chart - allocated hours for the month
