I'd like to suggest you extract the all the year part to a new table and add the 'budget' to these values, then you can use this new field on your chart as legends and write a measure formula with switch function to check and redirect the result to differential expressions based on current category values.

@nmhung49 , Not exact the same. Both Month as axis, Year as Legend, and budget on secondary axis as line. In the line visual. Check for and the option will region below the line.(Usually there in Area)
Can you be more specific about it. I did it but it didn't work
