Active Relationship Setup

Hello,

I have a schema that looks like this:

When I try to create a visual with columns from both the values and dim tables, I get the following error:

I can create an active relationship using the drag-and-drop functionality:

This resolves my issue. However, when I try to create the relationship using the "Manage Relationships" button, I am getting this warning:

Me and my team set relationships programatically by hitting Power BI endpoints, and we are running into the issue that you see in the screenshot from when we use the "Manage Relationships" button. Does anyone have any insight on how these two methods of setting relationships are different?
