Access to dataset

okay, but unfortunately this is not possible folllowing standard approaches.
There is one workaround which might be applicable for you.
For example with DAX Studio you can export the data of the file into csv or to a local database. Then you can change the connection of the file to the exported data and make your changes. In the end you recreate the connection to the real database and then publish the dataset from where you can do the refresh. But as youc an see the switching between different data sources can end in much effort.

When you download a file and want to refresh the data offline you have to provide the credentials in the initial load. ANd the refresh is a prerequisite for editing the Power Query steps.

Yes, but I don't want to refresh. I need to edit PowerQuery on dataset without access to database.
