About the PowerQuery Editor Replace value feature in Power BI
I have a table as an example like this: ID Category Date 1 Business 2023-09-20 2 Education 2023-09-20 3 Finance 2023-09-20 4 Business 2023-09-20 5 Business 2023-09-20 ...
How about if the current data is blank now, and I replace it ECM, does work the same way? In the future, when the tables are updated, all the blanks are replaced by ECM?

True, when the data is refreshed in Power BI it will goes through the steps in Power query every time and when it comes to the replace blank with ECM step, it will replace the blank values with ECM.
