Reinstalled Windows and Re-ran PowerBi Installation. Everything good.
installed the "Microsoft Visual C++ 2015 - 2022 Redistributable". Now I get a "vcruntime140.dll is either not designed to run on Windows or it contains an error" so I ran SFC /scannow but still cannot launch PowerBi.
Strange thing is I can rollback to vesion 2.124 with no issue.
