ARCGis UK Layers not loading in Desktop

Hi. I am trying to plot a map and need to add a layer showing UK Postcodes distric boundaries. They never finish loading. Can you please help? This is all I see for hours 

I see some posts from last year and they say that the Dec 2021 should have solved this, but several months later is still happene+

ARCGis for Power BI version: 2022.3.112

Power BI Version: 2.108.997.0 64-bit (August, 2022)

Hi Jay, are you referring to this section? 

If so, yes, it is set to UK.

To add to this, the ones not working are the United Kingdom Postcode Area and District boundaries. The rest looks to be working.
