Currently we have created the following dashboard.
how can we implement the logic to get only 2 as a value in action oriented and 3 as a value in decision making.

You can deal with this situation using DAX, you can try below approach:
MyMeasure =
SWITCH(
TRUE(),
SELECTEDVALUE(TableName[ColumnName]) = "Behaviour:ActionOriented", 2,
SELECTEDVALUE(TableName[ColumnName]) = "Behaviour:DecisionMaking", 3,
BLANK() -- This returns BLANK() if the column value is neither "a" nor "b"

Currently, it is not feasible to use slicers and filters in the dashboard, we can filter a dashboard tile in focus mode, however we can't save the filter.
Or we could only filter the data in report, create a measure as shown below:
MyMeasure = IF ( SELECTEDVALUE('Table'[Behavior:ActionOriented]) = 2 && SELECTEDVALUE('Table'[Behavior:DecisionMaking])= 3, 1, 0 )Then use the measure to filter the table :

You could create different slicer to Behaviour:ActionOriented and Behaviour:DecisionMaking columns to filter the report.
