ALL not ignoring column filter

Using the following code, I'm trying to get ALL to ignore a column filter. It should mean that all the colum values should be exactly the same. However, the values are different and ALL does not seem...

    Hi, i'm afraid that the file is very big and contains sensitive data. In the end, I pasted into Excel and worked out manually. It could be a bug, as the code is otherwise what it should be. This will probably not have a solution, so feel free to delete the thread. Thanks.

Thanks Anonymous but same issue, in fact even if I remove PostcodeArea from the row axis, leaving just the column, it still filters by column (screenshot below). I'm not aware of any other filters at all. Its an odd one!

    No problem Anonymous , its a table of grouped numbers. The data type is decimal, but changing it to whole number doesn't change the result. My ultimate goal is produce a cumulative percentage. So that '1' is x% of the total, 2 is y% of the total, etc.
