A problem with custom granularity in topojson-shape maps

Make sure your JSON file correctly represents the municipalities group as a single unit, then try converting the JSON to TopoJSON using mapshaper:

Unfrotunately, using ArcGis maps is not considered an option for this project, and the filled map (USA Counties case) doesn't respond to the client's request.
Seen that it's the client who provides a custom .json file (and I am not skilled to create it by my own), I would like to ask if you whether there are specific parameteres that he might need to include in the .json, in order to allow the correct conversion to .topojson.
As far as i noticed, for now he just included the list of the employement centers and its coordinates, but it seems not to be enough.
What should I suggest to the client?
