A List.Accumulate question.... (I think)

I have two columns, and I want transform them as follows:

Col1   Col2

123    A

123    B

123    C

45     H

45     K

45     L

Becomes

Col1    Col2

123     A,B,C

45      H,K,L

I think List.Accumulate is the right tool, but I cant quite see how to use it.
