Where are you trying to create the visual 3D exploded pie chart? In Excel, Power BI Desktop or somewhere else? If create in Excel, you can refer the content in the following links to get it.

And for Power BI, I'm sorry I didn't find a suitable default or custom visual. Later you can raise a new idea and add your comments there to make this feature coming sooner.
