2 tables record matching

Hello,

I have 2 tables (Net Losses and Budget) with several informations and a couple of fields on both that contains the same type of information: Country & Currency, when trying to join both in order compare matching countries i got the following:

Please Help

    Is the relationship one to many or one to one? Perhaps you could provide a screenshot of it
