noamshn you need to create using completion date as well, but it will be inactive which is fine and then you can add measure to make it active:

 

Completion Count = 
CALCULATE ( COUNTROWS ( Table ), USERELATIONSHIP ( Table[Completion Date], DateTable[Date] ) )
