2 different columns in matrix grouped

Is there a way to get the tier column like below in a table or matrix format?

 

TierProject Number
Tier 1123
 234
 789

 

instead of having the tier repeat for each row?

TierProject Number
Tier 1123
Tier 1234

Tier 1

789

 

Note: there are multiple tiers, tier 1,2,3 and I would like the project number to align to each tier

Put both tier and project number to rows field in matrix and drill down the visual.

That should be standard behavior for matrix visuals.  Please provide sanitized sample data that fully covers your issue.

Please show the expected outcome based on the sample data you provided. Screenshots of the expected outcome are ok.
