0 value showing no tooltip

Good morning

In my visuals I have some quality scores that are 0 and some with more than 0. Tooltip isn't working for those values with 0, although the tooltip itself has values. 

Is there a way of making the tooltip work in these situations?

I created some data:

Here are the steps you can follow：

1. Create measure.

Measure =
MAX('Table'[Amount1]) +0

2. Put [Measure] in Tooltips

3. Result:

Tooltips will show up as 0

Your soloution works as you have some data already, if you look at my visual, at the top there are values that have 0,00. This is a Quality score where 0,00 is the best score, these are the ones where, when i hover over them, no tooltip appears.

But in reality the tooltip would have some information and I need to show this info even though the score is 0,00

I'm using the Clustered Bar Chart. As you see the tooltip appears for countries with values, but not for those with 0
