That visulaization is called Shape Map it's already there in power bi , it's just you have to enable it
Steps to Enable
1) Move To File In top left corner
2) And Click Options & Settings
3) And then in Options under global tab in left side click on Preview Features
4) Check the very first option shape Map visual and click ok
5) Close the powerbi desktop and reopen it again
6) Bingo it's imported now on the right side of filled map

Great dashboard! I am curious on where the compliant by state visualization was imported from? It does not appear to be the normal filled map visualiation.
