This uses Power BI primarily as a publishing platform. Excel had the power and flexibility to convert degrees to radians that graduated across the different rings of the target. PowerPoint provided the annotations at an angle and color palette identification. R ggplot2 generated the chart that was saved as png and imported as an image. The native R scripting for the chart just would not render in Power BI...it was a simple geom_path() and not sure why it wouldn't render. If you have any suggestions let me know.
