Hello @walt_forbes ,
It looks like you are facing this issue beacause of :
Account Age Restriction: Microsoft has recently implemented a policy that prevents accounts less than 90 days old from creating Fabric free trials. This change was made to reduce abuse of the trial system.
If possible, try using an older, established work or school account associated with your organization to start the trial, rather than a newly created account.

glad it is helpful @walt_forbes

Hi Nilendra. Thank you for reply so far.
Further details: this is the first and only trial capacity my one-person organization has requested. The Fabric administrator is me. I am a novice to Microsoft Fabric (and Power BI: which I am studying). I requested Microsoft Fabric trial in order to study using the Lakehouse feature in Microsoft Power BI. Please also note that my Power BI license is also a trial license.
So, given the above details, is there any further action you would advise me to take before I open a Microsoft ticket?
Thanks,
Walt

Hi @walt_forbes
Your organization may have reached the maximum number of trial capacities allowed. Microsoft Fabric limits the number of trial capacities per tenant.
Check with your Fabric administrator to see how many trial capacities have been provisioned in your organization. If there are less than 5, you may need to file a support ticket with Microsoft for further investigation
if this helps please give kudos and accept the solution.
Thanks
Nilendra
