Have you check your capacity region? If the capacity is based in a region far from your physical region or your Power BI region, it will be slow. Regarding billing, I think you will be billed because your Fabric Capacity is enabled even though the notebook is not connected, but the cost should be small, something like 0.50 cents/hr (depending on the region).

Hi, yes we are based in the UK with all our Fabric/Azure resources in UK South. I appreciate the capacity is always being billed, the concern is more around whether it is using up CUs that might then impact on availability of compute for other developers (we're on F2). Thankfully I've not seen another 16 minute startup this week so hopefully it was just a blip.
