In Fabrics, I'm exploring ESG data estate under Sustainability solutions and I found that (even in multiple deployments) Packages folder is missing, under ConfigAndDemoData_LH/Files. This should contain the following list of files, used under - TransformMSMDataToProcessedESGDataStage1_INTB notebook.

I don't run into this issue. I have the Packages folder which contains the files you list.
May I know what's your service version and data region? My service version is 13.0.24328.49 and my data region is UK South (London). Sometimes it might be an issue only in some specific regions or on a specific service version. As service version is updated regularly, and a new release might take some time to be deployed to all regions, you might check it some days later.

Yeah, it could be the same issue. I tried deploying the same industry solution in three different environments and the packages folder is available in just one of those 3 environments. The other two environments are in east-us region.
For now, I just managed coping the files and uploading where it was missing 🙂
