Public Dashboard Creation

I have been tasked with creating a public facing dashboard.  This dashboard cannot interact directly with our database so I would build an excel spreadsheet that would populate the dashboard.  We want to refresh it every 2 weeks with the most current data.  We would like for there to be sliders so that people can narrow by time, location, and other types of general parameters.  Our license is through the university we are housed in though I am not sure exactly what is needed for this dashboard.  Where can I find trainings to help me do this?
