wrong YTD comparing result when use visual as slicer

when I use a visual as month slicer to compare with budget, it is OK when 1 month selected. but when unselect visual (by default means all selected, wrong value reached since comparing 11 months with 12 months), how to solve this problem. Thanks a lot.

I tried successfully with ALLNOBLANKROW function when only 1 actual column added. but when budget column added, the filter not function.
