use tooltips in Power BI

I would like to use tooltips in Power BI, but not all columns or rows that will be used in the tooltips have information. I would like the tooltip to be displayed only when there is data to be shown. Is it possible?

Can you provide sample data for testing? Sensitive information can be removed in advance. What kind of expected results do you expect? You can also show it with pictures or Excel.
