if statement with percentage

i need some help with my if statement how can i make it that it wil get my percentage range 

Kolom = IF([% Uren begroot] > "80%" && [% Uren begroot] <= "100%", filter ( operation implementatie))

the filter comes out of a colum and the urenbegroot is a messeaure

the value i need must be a number so i can place it in a Circkel diagram

you pretty much have it correct.

try following,

Kolom =
IF(
[% Uren begroot] > 0.8 && [% Uren begroot] <= 1,
"Operation Implementatie",
BLANK()
)
