I created some data:

Here are the steps you can follow:

1. Create measure.

Measure =
COUNTX(FILTER(ALL(Net_Jcrew_Size),'Net_Jcrew_Size'[Base_Channel]=MAX('Net_Jcrew_Size'[Base_Channel])&&'Net_Jcrew_Size'[NET_SLSU]>1),[Base_Channel])

2. Result:
