check whether value occurs before other value

Hi community

I am relatively new to Power Bi and have a question regarding checking whether an activity occurred before an other activity (check for maverick buying).

I have following table:

I want to create a calculated field (boolean 1 or 0) per distinct case to check whether record invoice receipt occurs before create purchase order item.

Anyone that has an idea in how to achieve this?
