Two tables cross/matrix calculation
I am not sure what to call this calculation but its by using the first 2 tables to get the values in the 3rd table. Can i get this done in Power BI. Thank you.

What's the meaning of each column in your tables? And what do you want to calculate in the matrix? In other words, what's the numbers' meaning? I don't quite understand your scenario and requirements.
