To find Minimum number for particular order number

Hi,

 

Thanks for looking at the post.

 

I got below measure 

Measure 4 = SWITCH(TRUE(),'Table1'[Measure 3] = "Ok",1,'Table1'[Measure 3] = "Not Ok",1000)
 
What i am looking for is, I got order numbers and i wanted to see if one of them is not ok for that order number then rest of them should automatically turn to not ok as well please.
 
I am using something like below but i am getting circular error.
Calculation=
AVERAGEX(
    KEEPFILTERS(VALUES('Table1'[ORDERNUMBER])),
    CALCULATE(MIN('Table1'[Measure 4 ]))
)
 
Any idea please
