Table 2 blank until table 1 selection is made

Hi,

I am new to Power BI and having trouble with some functionality in my tables. I have tried to resolve the issue by writing measures I found online but none of them work the way I need them to.  My current visual works like this:

 

Having all the centers presented in table 2 until a selection is made from table 1 creates an issue becasue there are roughly 100 centers in the real data.

I would like for my visualization to function like this:

Can someone please help with this? I am really struggling with developing a solution to this.
