Summarize data without counting duplicates

Hi all-

When I am collopased on matrix view my totals are sumamrizing as intended. My Sumx(Summarize formula worked on one column to not count the duplicated value but does not work on another trying to get the same result. 

When expanded the columnwiht 2.9m adds the correct totals. But the 5.4 million column should be around 2.9 milion as well but it is counting the second value.
