Segmentation as Filter

Hi, I need to segment all cities into two status which are "positive growth" and "negative growth" according to their revenue growth. Then, put both status and cities as slicer to filter whole report, and when user choose "negative growth", the cities' slider will only show the cities with +ve growth as well.

Anyone can help?
