Score Card using symbols

Really needing an expert on this one..... I am creating a score card that I have pulled off You Tube.  I have the sample BI to copy and have benn doing great until now.  I am  trying to add a symbol...

    I think you have % part of the text/value. Try this.

    SelectItem = 12 && (VALUE( SUBSTITUTE([Classic prioritizes overall safety],"%","") ) / 100) >= 0.90

Nope this is the error that I get.  

The syntax for 'SelectItem' is incorrect.
