RankX duplicate rank

I have a rankx that will rank the total number of High Severity responses. I have the rank to prioritze number of Immediate high responses for a tie breaker. However, I do not want ranks to duplicate. Example below. How can I add an additional tie breaker in my existing formula so there are no dupicates in my rankings. 

 

Formula

=RANKX(ALLSELECTED(Risks[Risk]),RANKX(ALLSELECTED(Risks[Risk]),CALCULATE(SUM('Survey2022'[High])))+DIVIDE(RANKX(ALLSELECTED('Risks'[Risk]),CALCULATE(SUM('Survey 2022'[Immediate High]))),COUNTROWS(ALLSELECTED('Risks'[Risk]))+1),,ASC)
